When Roy C. Waggoner was born on March 17, 1932, in Goodlettsville, Tennessee, his father, Roy, was 25 and his mother, Lorelle, was 23. Roy volunteered for the Army in 1954 shortly after earning his Pharmacy Degree. After being stationed at Fort Gorden he met Billie Jean Hackney at a USO dance and married her on December 22, 1956. After leaving the Army he went to work for Eli Lilly in Jackson, TN while there they were there, they had three sons, Chuck, Alan and Steve. He retired from Eli Lilly as Southeastern Sales Director. He died on September 7, 2024 surrounded by family and friends, in Marietta, Georgia, at the age of 92.

He is survived by his son, Colonel Roy Charles Waggoner III (retired), and his wife, Grace, and their son, Christopher, and his wife, Rebecca, and their four children, Jerry, Sara, Chloe and Haley, and their daughter, Karen, and her fiancé, Jesse Adams; his son, Alan Waggoner, CPA; and his son, Steven Waggoner, (retired from IBM) and his wife, Tammy, and their son, Sean, his wife, Sara, and youngest son, Douglas.
